Answer:
when you were given your network, and you needed to create 3 equal subnets, how many did you (in reality) did you allocate space for them?  How many bits did you use, and how many values does it represent?

Without changing the Business or Sales subnets, list all the subnets (plural) assigned to engineering.
 
 
Followup question:
3 subnets need 2bit with 1 unused value right? Because 1 bit represent 2values and 2 bits represent 4 values.  But concerned with twice the number of client IP, is that mean change the 3 to 6? need 3 bit? 
 
Followup answer:

2 bits give 4 values.   You had 3 values (equal subnets) used already.    That means, you have the potential for 4 subnets, but only need 3.   Since Engineering needs TWICE the clients, you have 2 options:

1.   Give engineering a subnet of twice the original size
or
2.   Give engineering TWO subnets.
 
Since you are NOT allowed to change Business or Sales subnet, #2 is the correct course of action
